There are three key points to safely refilling a "small" cylinder from a larger bulk tank.

First, the smaller tank (14 or 16.4 oz) should be of the refillable design - these typically have heavy duty construction compared to the disposable tanks of the same size and cost more. You get what you pay for here in safety. You'll need to call around to find a refillable small tank as the hardware stores don't carry them any more.

Second, once the small tank has been run empty, you should use a vacuum pump such as a refrigeration pump to pull a high vacuum on the empty tank. This removes any residual gas and drops the tank pressure to near zero. Your refrigeration vacuum pump will also have an indicator that shows if there is a leak. If the cylinder won't hold a vacuum, then it sure won't hold pressure so it's at the end of its life. Many people skip this step who do not regularly work with compressed gasses, but it is an easy tank seal check as well as an aid in transferring a full charge later.

Finally, weigh the empty cylinder once removed from the vacuum pump on a digital scale. After transferring the liquid propane from the bulk cylinder (wear gloves and a face shield as the liquid causes immediate frostbite - do not use any hoses as they will store a large amount of liquid in the hose - this is why the adapter is designed as a single piece) place the filled cylinder on the scale to ensure you did not overfill it beyond its rated capacity. Safely vent excess gas if you did to bring it down to proper charge weight.

If you have a fleet of small tanks and want to keep detailed records of each charge, you can measure the water displaced by a vacuum empty tank and the same tank fully charged with propane to calculate the expansion of the metal. This is a simple step that will also tell you when a tank is near the end of its life. When fully charged, tanks expand and dunked in water will displace more water which is normal. If your records show a tank expands 2% normally but this time around it changed to 15% that is a sign it is time to toss it out. To keep these records you need to number your tanks in service as each one is slightly different in volume.

Done right, small reusable designed propane tanks can be refilled over and over giving the convenience and even higher level of safety than the disposable type. If you use alot of these, the cost savings adds up quickly too. This tool is necessary to handle the interconnection of the two tanks without hoses. You'll need to devise a clever tank inverter to flip your storage tank upside down and still give access to the shutoff valve.

It is illegal to transport a "disposable" tank that has been refilled by vehicle. If you compare a reusable tank design to a disposable tank in weight alone you can see why. The reusable ones are like miniature 5 gallon tanks in construction and not aerosol cans.

This is a brass fitting to enable a POL propane tank to couple with common 16 ounce bottles....you have to invert propane tank to release liquid propane into bottle. 'Decanting' propane is a process for well experienced RVrs/boat cruisers...extremely dangerous. A good tool to have but I cannot recommend it for safety reasons. Safer to buy propane bottles and drop the emties in the garbage.
